Russian-dominated Congress of Vienna

Would the Russians push for Gottorp? I'm not sure when they surrendered their claims as it was, but a nice enclave in NW Germany would certainly be strategically useful going forward, and they could push to merge it with other nearby states and enlarge it, etc.

Why Gottorp in particular? (For starters, is that even a place? If you mean Holstein-Gottorp, then the claims were surrendered in the 1770s - but of course if Karl Peter Ulrich doesn't become Peter III of Russia when he did IOTL this is likely to mainly be butterflied away).
And if the Russians want a legitimate enclave in NW Germany, there's always Jever.
