This will have butterflies. Assuming we're still talking about the USSR, this will have butterflies. Germany will probably take a greater interest in carrier aviation. Whether they'll have anything resembling an effective naval air arm in time for WWII is another question. France will probably be very wary of Soviet incursions from the Black Sea herd, so all in all were looking at interesting times.

Surely a Soviet carrier in the baltic is dead meat once war kicks off, be it sunk by sub or by aircraft? If you place it the Pacific to face of against the Japanese then it starts to make sense but then again my guess would be you would need at least three carriers to be able to combat the IJN

How about based on Arkangelsk (sp?) and assigned to anti submarine duties?

Russia has no need for aircraft carriers

How will their naval strategy change if they have 1 aircraft carrier ?
