But Yeltsin began arming Masood's and Rabbani's forces from the very beginning, when the Taliban began to take over Afghanistan. And why? Because of Tajikistan. Putin inherited this from Yeltsin and somehow decided to continue it.

It was still Putin's decision, which he later regretted to allow the US contact with the NA and bases.

A decision that was formed because of Yeltsin's decisions prior to Putin taking power. And yes, I wouldn't be surprised if Putin regretted that decision - after all, with Russia arming Masood's and Rabbani's forces comes some form of influence and (to the Tajik "government") security.
