If the Soviet Union doesn't suffer the damage of Barbarossa and doesn't spend massive amounts of resources in the space race and arms race and propping up communists around the world as part of the Cold War then its collapse would probably be butterflied away.
 
Wasn't Khrushchev responsible for rewriting the Constitution allowing for secession? With no Hitler there is no WWII as we know it. The Soviet Union isn't reduced to near ash thus it has millions more to grow the Russian population, infrastructure to work from, no fear of Western aggression preventing the massive military spending and the incredible expenditures supporting foreign governments encouraging further development domestically, and Nikita never rises past a local figure. With no constitution supporting secession, a better economy, and integration into world trade (begun with pacts between Germany and the USSR) this could be a far more stable USSR. Have them gradually liberalize after Stalin due to increasing ties with Central Europe via a Soviet triumvirate government (Stalin was too strong so power is permanently divided). Competition leads to further liberalization.
 
I think that's a myth, what killed it was Gorbachev's reforms

Well maybe the soviets had a conscious.. Better to let a terminal creature die with at least some respect then to to prolong.

With the entire Eastern block giving up, the soviets either had to get on board, start a massive war, or adapt.

People wanted self determination . Maybe some food on the shelves .

The Baltics wanted out..
Ukraine I would give a better than 50% odds as well.
Eastern Europe was leaving..
Gorbachev honestly should have been quicker and more aggressive at reform, opening up, the truth, massive apologies, fighting corruption and graft.

Brezhnev, not Khrushchev, the last Soviet Constitution was approved in 1977.

Either way, the Soviet constitution and whatever was written there meant squat. None of the independence movements ever mentioned Article 72 of the Constitution as the basis for their legitimacy, as far as I know, and the Soviet government instantly declared it illegal.

I don't see Mongolia joining this neo-USSR. It never joined the original USSR and thus I don't see it joining this one either.

It depends on the matter of China agressiveness in this TL. Originally Mongolia tied up with the old USSR because of Chang Kai Shek and later Communist China desire to absorb the 'Outer Mongolia' territories.

If after the initiall dissolution of USSR Mongolia finds itself threatened by China, it would consider aligning with the resurrected rump USSR once again.

It's hard to say. A lot might depend on whether there are any ambitious politicians in the Russian SFSR who will want to seize power for themselves instead of sharing power with the Soviet central government.
