Unlikely, for two reasons.
1) Racism. Czarist Russia is not going to like those yellow Chinamen with their strange ways and heathen gods. China is not going to like those Russian gweilo. Neither side is going to particularly want to marry their royalty off to the other, especially if it results in a personal union. Now, you might see some kind of fourth son marry a third daughter or something like that as part of a traditional political marriage. But Russian royalty will not want to see Russia fall under the rule of an Asian, and the Chinese royalty will not want to see China fall under the rule of a Caucasian (depending on which side the man belongs to).
2) Other European powers would do their damnedest to stop it. A Russian Chinese puts Russia at a very good position. Absolutely massive population, great natural resources, a good position to strike at British and French colonial holdings, a strong check against future European spheres of influence and concessions. Pretty much everyone will try to shaft Russia as much as they possibly can if it goes through.
