So would Russia be able to create a industrial base and army comparable to the ussr or nazi Germany after a Brest-litovsk like treaty (assuming a cp victory of course ).

So I've done some reading on this on my own time and it seems to me that it is very much possible for this Russia to create a user type army, especaly if a less creasy governing body then the Bolsheviks and there collectivist farm policys.

Most of the industry was further East than what brest-litovsk changed I think? They'd lose some resources of course, food being a big one but also oil fields in Ukraine. If they keep the Caucasus (BL didn't hand it to Germany but they were interested in taking it either way) they'll still have plenty of fuel though.

It is More than possible .
Oil is in the caucuses . Natural gas in Siberia.. Enough people to field a first class army.

The real question is how many of these new states will fight with Germany and how many will switch sides

Well the modern day cacuses nations were supposed to be puppets to the ottoman Empire like eastern Europe was going to germany, I also seem to recall most of the ussr oil came from Baku. Still the user was able to out produce Germany Evan when they lost Evan more taratory then Brest-litovsk thoe from what I have read that seems to have been more down to the efficiency of rather then the overal size of the ussr industreal field, from what I have read it seems the ussr had a GDP equal to Germany and in terms of production it still had 70% at the time of the battle of Stalingrad, but I don know how much that was native to the areas left to the ussr and how much was disasmbaled factorys moved to those areas after barbarossa.
