Rome crushed in the second Punic War

Is a sort of vassalization between Carthrage and Rome possible? Rome's power is reduced to the point of being a non-threat but able to govern themselves at least. I'm thinking a stable Europe would be in the best interests of Carthrage, if only Rome serveing as a buffer.

I don't see a Carthragian Empire but I do see a sort of union of states at least.

the huns wont invade europe, because there will be nothing of value there, unless they move into the balkans. the huns are more likely to invade the middle east.

whats more likely is that europe will be mostly split between the celts in the west, the germanics in the far north, and probably in the east in the balkans along the black sea, and the slavs in central and eastern europe. indigenous populations peppered all throughout.

I think you underestimate the skill of the Celts.
I see no reason why they should not develope their own civilisation to match that of the Romans.
In some areas they were actually ahead. I read recently that it was the Gauls who thought the Romans how to manifacture and use soap.
And they were better craftsmen when it came to metalworks. (Noric steel was originaly Celtic)
I think the Huns will find - for the purpose of looting and pillaging - exactly what they are looking for.

Yes, the Romans actually got much of their knowledge from the 'barbarians' of Europe. With Rome existing as a relatively small nation (compared to OTL at least), the 'barbarians' will probably develop 'proper civilizations / societies'.
