Stalin designed the borders of the various SSRs in the Soviet Union itself to cause massive amounts of destruction in case the SU were to ever suddenly collapse. The idea was that in all the ethnic tensions and chaos, Russia would be able to reassert itself. Ossetia, Nagorno-Karabakh, and the massive number of Russians in Ukraine and Latvia are examples of this. The Soviets pretty much did the same thing in certain parts of the satellites.
If you want all of Europe to go to hell after the collapse of the Soviet Empire, you need to have a PoD right after WW2 regarding the drawing of lines on the map and the ethnic cleansing and migration that appeared across Europe.
-Merge Bulgaria into Yugoslavia in 1948
-Keep the Sudetenland Germans in the Czech republic, and merge it with Austria as "Austroczechia" or something like that
-Leave Germany with 1919 borders (minus east Prussia) before chopping it between east and west. Kick them out of Kaliningrad though.
-Leave the Germans in Poland.
-Leave alot of Poles in Lithuania
-Leave alot of Magyars in Romania and parts of Yugoslavia
-There were alot of Albanians in Kosovo, Montenegro, and Macedonia...
Also have a united Baath Syria and Iraq ruled by Saddam
If you really want Europe to go to hell, have Saddam use chemical weapons in the Gulf war, which was just before the SU collapsed. (The SU was even part of the coalition) The US retaliates against this use of WMD by dropping a few nukes on Baath armies and it puts Saddam's head on a stick. You have an earlier Iraq collapse but worse (with Iran screwing around inside of it) distracting the world just before Yugoslavia and the Soviet empire go strait to hell. All of that chaos would be just what Stalin would have wanted, and you'd probably have a Europe with some pretty different looking borders. You'd have ethnic cleansing on a massive scale too (I think) considering the massive amounts of nationalism existing at the time.
You'd have a Western/Arab league/developed East Asian alliance having to deal with so much chaos at the same time, that it would be pretty difficult to deal with it all as its happening ALL AT THE SAME TIME.
