I know this is probably unrealistic, but I just want to speculate. Let's say that sometime before the Soviet occupation of East Prussia, the Western Allies propose that the Romani ("Gypsy") people be given a state in East Prussia after the removal of the German population (much of which had already been evacuated), and for some reason, Stalin agrees. The state might just consist of OTL Kaliningrad Oblast, or maybe some other section of the territory.

What would become of this state? Would it be doomed to be a Soviet puppet? Would it be annexed as an SSR? Might it be a largely neutral, Finlandized "buffer"? Or something else?

How would the political system of the state work? Would its law be similar to most other law codes of Europe, or might it incorporate elements of traditional Romani law? What would its economy be like? Would its government be able to handle the influx of hundreds of thousands of Romanis?

Lastly, what would it be called? This thread yielded a few serious proposals. Would the international flag of the Romani people be used, or would a different one be adopted for the country itself, taking into account the fact that the blue and green flag with a red chakra isn't popular with many Eastern European Romani? What might its emblem look like?
