Roman Republic expands first into northern Italy.

In OT, Rome conquered southern Italy first and conquered northern Italy (Cisalpine Gaul) much later. What could have induced Rome to expand northwards first and ignore the south for the moment?
 

Fabius Maximus

Either a stronger/more united Magna Graecia, or more Gallic invasions leading Rome to push the frontier up to the Alps for greater defensibility.
