Roman people, Etruscan kings.

My query is a simple one, what if the Etruscan kings of Rome remained in power, either through Lucretia never being raped, or the Etruscan forces to the north successfully reconquering Rome.
I am not curious about whether or not it is entirely plausible, but rather what would become of everyone's favorite empire?
 
If Rome never became a republic it would probably never develop the institutions or the mindset that led to it being the Rome we know and love.
 
Problem is that whole kingship era and most of early Republican era is mostly just myths and legends written centuries later so it is hard to even say how Rome exactly became republic. It might had been gradual and inevitable event so Rome was always on that path. But if kings still remain around whole Italy probably remain as punch of city states until some another city state manage conquer whole Italy or it fall under influence of Carthage.
