the last king of pergamum in Asia Minor willed his state to Rome on his death. It became the Roman province of Asia.

Rome would likely find some pretext to annex Pergamum. If not, the Roman Republic could attack the Cilician pirates and establish their presence in Asia from there, saving Pergamum to be annexed at a much later time like almost all Roman vassal states.

I agree. I always find client states kings willing their state to Rome to be way too suspicious to be true.
