When John Boehner announced in late September his intention to resign from the Speakership, it left many in shock. Though he had faced pressure from the right within his party before, he had always held his ground until September 25th, 2015. Immediately people expected Majority Leader Peter Roskam would easily fill the spot Boehner had vacated, but they also were not properly aware of the situation among Republicans on the Hill. Conservatives had pressured Boehner to retire so that their voice could be heard, and they were going to insist their voice be heard in the selection of the next Speaker.

Though her political career dates back to her working on Ronald Reagan’s Presidential Campaign in 1980, quitting her job as a secretary at a real estate firm to enter the political world, the bad blood between Carly Fiorina and Peter Roskam - known only among the highest ranks of the GOP in Congress - dated back to 2009, when Eric Cantor passed up Fiorina for Roskam to become Republican Chief Deputy Whip in Congress. She had spent her entire career in Congress, all the way back to the “Republican Revolution” in 1994, threading the needle between conservatives and moderates within her party and had worked closely with much of the Republican leadership during her tenure in Congress, and many expected she would be the newest addition to Republican leadership on the Hill. Instead it would be Peter Roskam, and she had held an animosity towards him ever since.

To the credit of John Boehner, he had tried to relieve the tension in 2011, once the Tea Party had swept the GOP back into the majority in the House, by making Carly Fiorina the Chairwoman of the powerful House Rules Committee, which would certainly give her a good foot in the door for the leadership. In her capacity as Chairwoman of the Rules Committee, Fiorina bided her time and built strategic allies, hoping she could perhaps make a play in the future for a greater position.

Many expected 2014 might be her time, when Majority Leader Eric Cantor would be beaten out by primary challenge Dave Brat. However, rather than making a play for Majority Leader, she stood aside and allowed Roskam to ascend the ladder of power further, only facing minor opposition from the more conservative factions within the Republican Party. Meanwhile, however, she worked tirelessly behind the scenes to subvert her colleagues opinion of Roskam, and made it a point to share lunch with Boehner and other powerful Republican Congressmen as much as possible to give herself the appearance of Boehner’s preferred successor.

But even Carly Fiorina had not expected Boehner to step down in 2015. When he did, she knew her time had come. Observers expected she would not get in Roskam’s way, similar to her decision the year before, with most expecting she would make a play for Majority Leader. When she did announce her intention to seek the Speakership though, hordes of media officials stood at the ready to witness the bloodbath that was set to follow.

What’s the POD?

I’m very glad you asked. After dropping out of law school, Carly Fiorina worked as a secretary at a Real Estate firm until some of the brokers began to see potential in her and taught her to do what they did. Here, they never do that and she stays as a secretary before quitting to join politics and Ronald Reagan’s Presidential Campaign in 1980. Not much has changed in the larger world, however, that is, until this story starts.

What did she do after campaigning for Reagan?

Worked in the California Republican Party before serving as Pete Wilson’s Lieutenant Governor from 1991 to 1995. From there, she challenged incumbent Congressman Bill Thomas and joined Congress as a part of the Republican Revolution of 1994.

Well this is starting to sound interesting. Is this the “Project Vision” that’s been advertised in your signature?

If I may share my personal opinion, I think (regardless of if she was a great or horrible CEO) that Carly Fiorina is a very smart woman. Further, she reminds me of the kind of person who could do really, really, frighteningly well in Congress. As for Project Vision, that is still in the works - slowly but surely - and may or may not come to fruition considering the time crunch involved in its creation.

So it’s a story about political intrigue?

Yes, with a focus on Congress.

In part. There will be both narrative sections and sections more like an actual timeline.

Chapter I

September 25th, 2015

Speaker of the House John Boehner (R-OH) announces he will resign from the Speakership at the end of October. This comes amidst speculation that the Federal Government may be forced to shut down at the end of the month over the issue of funding Planned Parenthood, with many conservative Republicans starkly opposing the institution after a series of controversial videos were released that seem to show the organization selling off parts of aborted fetuses.

September 26th, 2015

Governor and Presidential Candidate John Kasich (R-OH), largely considered one of the winners of the Second Republican Debate, falls short of Republican frontrunner Donald Trump in a New Hampshire poll, 23-18, causing many to question his true viability in a race dominated by the real-estate mogul. Governor Kasich has not received over 6 percent in a national poll, and is currently at 4.2 percent behind Trump (1st), Carson (2nd), Rubio (3rd), Bush (4th), and Cruz (5th).

September 28th, 2015

House Majority Leader Peter Roskam (R-IL) formally announces to his intention to seek the Speakership. While the House Liberty Caucus and other right-wing factions of the GOP are expected to field a challenger, most pundits suspect Roskam will easily attain the Speakership. Daniel Webster (R-FL) has already announced his own plans to seek the Speakership, but has largely been ignored in major news headlines.



House Majority Whip Steve Scalise (R-LA) announces he will seek to succeed Peter Roskam as House Majority Leader, and he seems to be lining up much support from the hawks within the Republican Party. Chairman of the House Budget Committee Tom Price (R-GA) also announces plans to become Majority Leader, notably endorsed by Chairman of the Ways and Means Committee and former Vice Presidential Nominee Paul Ryan (R-WI). Congressman Price faces opposition from Congressional hawks after his refusal to expand the core defense budget without making cuts elsewhere in the national budget. Chairwoman of the House Rules Committee Carly Fiorina (R-CA) is the subject of mass speculation as to if she might jump into the race for Majority Leader, but there are Republicans on the Hill who doubt she will jump into the race.

September 29th, 2015

Chairman of the House Ways and Means Committee Paul Ryan (R-WI), whose national star was raised by being Mitt Romney’s running mate in the 2012 Presidential Election, announces he has no intention to seek the Speakership and is happy leading the Ways and Means Committee, considered one of the most powerful Committees in the House. He makes no comment concerning Majority Leader Peter Roskam’s (R-IL) bid for the Speakership.



News broke today that House Speaker John Boehner (R-OH) met with Trey Gowdy (R-SC) after rumors brown that he was considering a bid for Majority Leader. Congressman Gowdy is “leaving all doors open and considering all possibilities” in the current Leadership race within House Republicans.



Congressman Pete Sessions (R-TX) announces he will seek number 3 spot in GOP Leadership, hoping to become Majority Whip and replace current Majority Whip Steve Scalise (R-LA). Congressman Patrick McHenry (R-NC) will also seek to become Majority Whip, adding another dimension to the battle for House Leadership.

September 30th, 2015

Former Governor and Presidential Nominee Mitt Romney (R-MA) says Donald Trump won’t be the Republican Nominee, despite his current frontrunner status.



Backed by Chairman of the House Ways and Means Committee Paul Ryan (R-WI) and Chairman of the House Oversight and Government Reform Committee Jason Chaffetz (R-UT), Chairwoman of the House Rules Committee Carly Fiorina announces her plan to run for Speaker of the House. This surprises many pundits, who see Fiorina as a potential choice for unity between the conservative and moderate factions within House Republicans, but many Republicans on the Hill say it was “only a matter of time”. Fiorina is also reported to have met with former Governor Mitt Romney (R-MA), whom she helped in his Presidential Campaign in 2012 and defended him after his infamous “binders full of women” comment.

It was late at night on September 29th in the halls of Congress. While others were working frantically to ensure the Government wouldn’t shut down over the issue of funding Planned Parenthood, Carly Fiorina had an important meeting of an entirely different nature. She glanced at the clock sitting on her desk - it was 10:47. They’re late. Paul is always the type to be punctual. Spinning her glass of water in one hand, she scanned through Politico on her phone with the other - there was an interesting article Jeb Bush’s icarian fall in the GOP Presidential Race.

As she scanned through it, Paul Ryan finally entered her office - 10:54, she noted with a quick glance to the clock - followed immediately by Mitt Romney. Carly stood up to shake their hands, saying, “Mitt, it’s been a long time,” before adding as a joke, “Still got those binders of yours?”

The former Presidential Nominee gave her a quick chuckle before adding, “You’re page number one, Carly.”

They all sat down, with Paul speaking up first, “Shall we get straight to it, then? I know we’re already late.”

“I’m sure he’s already told you,” Carly said looking at Mitt, “I intend on running for Speaker of the House.”

“And you want my support?”

“That’s certainly a part of why I wanted to meet you tonight.”

“I’ve seen what you do in Congress for a while,” Mitt told her, “Nothing I wouldn’t do - with perhaps the exception of immigration.”

“But I’ve been able to maintain a number of hard conservative allies.”

“You’re doing what John Kasich is doing at the national level. Moderate record with a more conservative rhetoric.”

“He was certainly a mentor of mine in the nineties, and he taught me a lot about the minutiae of the national economy.” Carly glanced at Paul, who was twiddling with his phone, and added, “Of course, Paul here certainly knows his stuff when it comes to the economy.”

“That’s why I picked him three years ago,” Mitt said, earning a smile from Paul. “I hope there aren’t any hard feelings about that?”

“Absolutely not. I enjoy it here in the House. But now I do want you to pick me,” she told him, “As your choice for Speaker.”

“Boehner approached Trey Gowdy,” Mitt Romney pointed out.

“Who isn’t all that interested,” Carly rebutted, “And I think he’d back me over Roskam when it came down to it.”

Mitt paused in thought, wrinkles on his face making it clear to her he was pondering all the ramifications of his supporting her for Speaker. They were wrinkles she was all too familiar with on herself, as she often stayed up late into the night reading and reflecting. She took a sip of her water, and set it down.

“The Republican Party needs to change,” Mitt finally began, “And your connections to the more conservative elements in the Party worry me.”

“That’s an understandable concern. We do need to change as a Party. But that requires three things. In no particular order we need an RNC Chairman who can take us in the right direction, a change in how we work in Congress, and a Republican President who will take charge of ship and steer us down the right course as a Party.”

“That last one might be hard to do with Hillary as the Democratic Nominee,” Mitt countered.

“Server-Gate is complicating her journey to getting the keys to the kingdom.”

“But the GOP has its own problems,” Mitt told her. “And,” he paused again, brow furrowing.

After a few seconds, Carly interrupted, “Are you familiar with Nietzsche's idea of the ‘super man’?”

“Where are you going with this?” Mitt asked, giving a glance to Paul.

“I vaguely remember reading him in college,” Paul added in, setting down his phone on her desk.

“The idea is essentially that there are two paths ahead of us. One is to something better, and the other is to chaos. It’s about service. We all must serve in our own capacity to aim for the path of betterment. Our Party is in tatters and we need someone to step up and chart a different course. Peter Roskam won’t change things. I will strive to make things different for the Republicans if I am Speaker of the House.”

“But what about the Presidential Election?” Mitt asked.

“The Republican Party needs a tested leader to stand up and offer his service,” Carly smiled. She glance at Paul and could tell he knew where she was going, before they both turned to look at the former Presidential Nominee.

Carly Fiorina is occupying his seat in the House.

I'm glad people are interested in this. I wasn't sure how much interest there would be for a largely niche area of politics.
 
Awesome job, Statesman! Hopefully this doesn't die so soon.

Also, one question, who exactly is Peter Roskam? Some Committee chairman? A current backbencher? What's his story ITTL?
