Richmond not the capital

Richmond is the capital of the Commonwealth of Virginia.
Richmond became the capital of the Colony and Dominion of Virginia in 1780.
Suppose Richmond is not the capital.
What city shall be the capital of Virginia?

Depends on the timing.

If it was close to 1780 it might be Williamsburg or something near Hampton Roads
 
Williamsburg was basically Richmond pre-1780. It's a city on a hill by a riverbank in the tidewater that's existing as the government center and crossroads city of Virginia.
 
I am tempted to say Norfolk, because of its harbor, importance as a military base and logistical terminal, but I don't think so - it's very strategically important and most of it burned down during the Revolution, not to mention the fact that it was a Loyalist stronghold early on.
