Reverse Chinese Civil War

What exactly does this entail? It's not exactly that descriptive. Are we to guess you want a plausible KMT victory and CCP defeat?

ASB though. There's a reason Taiwan alone didn't go communist.
On the other hand, a small PRC could conceivably exist in Manchuria. It wouldn't be credible as the "legitimate China" however, because it never controlled all of China in the first place. Actually it wouldn't get much diplomatic recognition at all.

The PoD is 1946 and the US do not force the nationalists to end their offensive against the communists (which in OTL gave the communists enough time to rally and to start their own offensive). Instead of being driven from the mainland, they manage to contain the communists in Manchuria. And both Tibet and Sinkiang retain their independence.

When did the U.S. force the Nationalists to stop their offensive against the Communists? During 1945-46 the Communists and Nationalists had a truce and the U.S. encouraged the two groups to form a coalition government instead of restarting the Civil War. Chiang Kai-Shek attacked the Communists in 1946 and the U.S. did nothing to stop him.

Sinkiang and Tibet were never independent during the Nationalist rule of the mainland.
 
And that is not true. America was against the renewed civil war and forced Chiang to end the offensive, to renew the truce and to disarm his troops. And according to many historians this was the big mistake that led tho mao's victory and Chiang's flight to Taiwan.

Tibet was independent since 1913!
Sinkiang was under Russian influence until 1949. And de-facto independent since the end of the chinese Empire. Without and communist victory (which led to a peaceful reintegration of Sinkiang into the PRoC) Sinkiang would still be independent.
