To be fair some of these flags are more subjectively terrible than objectively.

Colour clash - too many colours of similar shade and/or close to each other
Style clash - multiple images drawn differently to each other or too roughly
Busyness - too many objects and/or divisions
Oh shit that is terrible. Even worst of LIberian county flags look pretty good compared with this.

You should have made the eagle hold, the sword like Austria or Germany.
If good flag should be simple enough for kid to draw it from memory, then flag of Kingdom of Two Sicilies is among the worst flags on Earth. You need to be true artist to draw it accurately.

So their proposal for a new flag is just a flag of a woman holding another flag that, on its own would have just been a better choice.
True, you can't just make a flag, with another flag, and tbh the flag the clipart woman, is holding actually looks better than the actual flag
