Behold the great Empire of Austria-Hungary-Poland-Romania-Serbia-Greece-Bulgaria-Montenegro.
I think it's the other way round. The Baltic, Black Sea and Mediterranean are the same colour as that bit between Britain and Ireland. So I think that part is water and instead they have drained the Atlantic and North Sea.
A world where giant dams have been built at Gibraltar and across the Kattegat, in order to keep the water trapped in and stop it escaping into the dried up Atlantic basin.
It is customary to call any large entity in Southeastern Europe "The Balkans"
Bit of a pity then that nobody did this for entities like the Holy Roman Empire or the German Confederation?
Well, then have here the German Confederation of Anhalt-Bernburg-Anhalt-Dessau-Anhalt-Köthen-Austria-Baden-Bavaria-Bremen-Brunswick-Frankfurt-Hamburg-Hannover-Hesse(Electorate)-Hesse(Grand Duchy)-Hesse-Homburg-Hohenzollern-Hechingen-Hohenzollern-Sigmaringen-Holstein-Holstein-Oldenburg-Liechtenstein-Lippe-Detmold-Lübeck-Luxembourg-Mecklenburg-Schwerin-Mecklenburg-Strelitz-Nassau-Prussia-Reuss(elder line)-Reuss(junior line)-Saxe-Coburg-Saalfeld-Saxe-Gotha-Altenburg-Saxe-Hildburghausen-Saxe-Lauenburg-Saxe-Meiningen-Saxe-Weimar-Eisenach-Saxony-Schaumburg-Lippe-Schwarzburg-Rudolstadt-Schwarzburg-Sondershausen-Waldeck-Pyrmont-Württemberg
And that's only alphabetical, the diplomats also had to list them in descending orders by size (both population and land area separately of course), by noble rankings (kings-duchies-principalities and such) average GDP per capita and so on.
For the Holy Roman Empire nobody even dared to make such a list (although it is rumored to be a punishment among history students)
All told, this is probably one of the better maps on this thread. Some cities out of place.

Canada (and Scandinavia) must have bought up all that African land to fill in Hudson Bay (and the Baltic Sea). Maybe the mapmakers in those countries were just tired of drawing the islands and coastlines.
