This idea has been kicked around in some high circles as a way to get dictators to peacefully step down. The idea is to offer them a way to retire and a way that would be attractive to them.
Think about this. What really would suck about being a ruthless, bloodthristy dictator is they are given no way out. They cannot retire and must live in eternal fear of assissination or overthrow. Give them a way out which allows them both safety and a way to retain their dignity and they might go for it.
Simply put, we offer them sanctuary in some country AND, now this is the kicker, we offer them some position or place of respect they would want to do.
For example, Saddam Hussein. The idea for him is to set him up in the US in a big house with plenty of security. His new employment? Professor and visitng lecturer/expert on international relations and politics.
Then Kim Il of NK. It seems that Kim is quite the movie buff so we somehow set him up to be on the board of an American movie production compnay or even to be a film producer. Or the vaery least, he gets to be a Korean version of Siskell and Eibert and rate the movies.
I know this all sounds off the wall but with all the crazy leaders out there it might be a way to get them to leave.
