Henry Campbell-Bannerman gave the plan an OK. Really, this could only benefit the empire, a Protectorate of Neu Ishral that was proposed. The economic power of Uganda will be expanded exponentially. Really, there is no reason to turn this down.

Most would create modest farms where cash crops such as tobacco, cotton, sugar, tea coffee. Meanwhile on the larger homesteads, blacks were hired as tenants to work on the farm... They would later be known "Kufirs."for a tenant worker. Conversion would occur sometimes, especially due to the fact in Britains colonies, Christianity was not fully developed, but equality was a long work away.
Kampala, 1910
Russian and Ukrainian Jews settled in Kampala, mostly. They numbered about 8000 in the city by 1910. Provided Martini Henry rifles to use in their local militias, they banded together and fended off local attacks. Meanwhile, troublesome "kufirs" were sent to work in the smaller farms.2

2. No, the work isn't slave labour, it is a punishment, but it is 1910, so racial equality is got a long way to go. They are paid in part of their crops, which they can sell. Rights for these people are better than most colonies.

I don't think any Jew/ish state would use the term falasha or falashe. According to Wikipedia, the term originated as an ethnic slur used against black Ethiopian Jews by the Ethiopian Empire's government in the 16th century. I can't exactly see Jews, many of whom are fleeing persecution and anti-Semitic pogroms in the rather anti-Semitic Russian Empire, adopt an honest-to-goodness anti-Semitic slur. The other issue I noticed is that there seem to be only 8,000 Jews in the protectorate. Wikipedia says there were 9,000 European settlers and 18,000 Indian settlers. One would have thought that, given the fact that the *Israeli government has essentially been given carte blanche to encourage Jewish settlement by David Campbell-Bannerman, there would be a sizeable majority of Russian Jews fleeing persecution.

Otherwise, a good idea and I look forward to seeing what will happen next.

The name for the Ethiopian Jews nowadays is the Beta Israel - you could use that.
The term isn't being used for black Jews in *Israel, the term is being used for black tribesmen in *Israel.

To compare this to OTL Israel, the tribesmen are analogous to Arabs. They are the recent inhabitants of the land (I'm not going to get into the 'prehistoric Jewish kingdom with evidence from the Old Testament/Torah' debate here) and a large amount will be rather annoyed at what they see as London bringing back slavery and encouraging more white settlement. I think what will end up happening is that there will be a lot of Yiddish-speaking, Ashkenazi Jewish settlement, as well as British businessmen who are rather excited about *Israel essentially having slavery. In the end, I think that *Israel might end up like apartheid South Africa, with Ashkenazi Jews taking the place of Afrikaners.

Which beggars the question; what effect would a Dominion that is being rather racist have on Rhodesia? It was quite close to Uganda. Could we see an economic bloc of racist pariah states, in a sense like the OTL alliance between the South Africans and Rhodesians?
 
Why Kampala?

The Uganda Programme was supposed to settle Jews in western Kenya, in the Mau Plateau
East Africa in general. The Mau Plateau is just recently transferred to British Kenya. Hence the name "Uganda Scheme." Many are going to Kampala and Entebbe as a supposed "temporary" land.

Some 1000 Jewish families set up farms at Uasin Gishu. It had recently been transferred to the Kenya colony, and was supposed to be the ultimate goal of the settlement. However, many did not wish for that, becoming comfortable enough in Ugandan cities and farms. They people in Uasin Gishu had been armed with 250 Martini Henry's to for a local militia to defend against Kikuyu incursions.

The site was surrounded by 2500 angry Kikuyu warriors, and attacked. Due to the large area of the site, they retreated to a fort, where their Martini Henry rifles cut down Kikuyu after Kikuyu. This was compared with the earlier battle of Rorke's Drift. This battle started on June 9, 1911, and ended June 11. For several years it became a sort of Pseudo holiday, before it became irrelevant later. The term "siege" to describe the fighting is very debated.

The Affect
Many Jews, lightened by the victory, rushed to settle in the Uasin Gishu. By 1913, what was once a small colony of 1000, became a settlement of 10,000, and a small town of 900 was forming. Still, many preferred other areas of British East Africa, and Entebbe became the "most Jewish city" in British East Africa. Also some 750 Jews moved to Nariobi, it seems more city life was popular than expected. Kisumu had a total of 1000 Jews by 1913, and the most settled in Kenya, Nakuru, had some 2500. Entebbe, the largest in East Africa had 5000, while Kampala had 3000.

Jewish settlement was growing fast, especially with rising anti semitism in Russia. However, with settlement both in Uganda and Kenya, this would create a major headache during independence. However, for now, all was well.

The settlement had grown to about 15,000. However, in Kampala, Nairobi, Entebbe, a disturbance had occurred. The first World War had broken out... Many volunteered to fight in the struggle.

Post War:
Many Jews fled the chaos in Russia, rising anti semitism in Germany, as well as efforts to send Ethiopian Jews over. Mau Plateau had grown to 50,000. It is renamed "Tel Aviv" Hill of Springs. Furthermore, the number of jews in Neu Ishral was about 500,000 by now.
