Hailing from Hainan here, I thought a timeline for Republic of Hainan would be a good idea.

When is the best time for a independent nation for Hainan?

Probably in 1949-50, although I don't know how one prevents the Reds from taking over there.

Actually, the only way I think that's possible is one that'll probably result in a kuomintang government with Taiwan. I was thinking of a independent Hainan without Taiwan.
 
In one of my TL's I had the Germans take Hianan, instead of Qing-tao.
They did this to be closer to German New Guinia, and [opposed to] French Indochina.
Hianan would have great beer out of this.

I think the only way to do this is to have one of the colonial powers take in in the 1800's, and give it independence after WW 2.

What if the French take it in one of their wars? Falls to Japan, like it did anyway (and Vietnam did), but it has no desire to become part of Red China, thank you...

In OTL France tried to invade Taiwan in 1885 but failed--a move which prompted the elevation of the island's administrative status from that of a prefectorate to that of a province. Had Hainan been attacked instead, considering its proximity with Indochina, it might have been successfully taken. It would then have been a French colony until the 1950s, an it could at that point have become an independent country instead of being retroceded, for whatever reason (for example, not being able to figure out which China to retrocede it to).

THAT would make for an interesting Hainan in the 20th century. Say if an Algeria-like independence movement takes place in Hainan, would de Gaulle be pressured to give up Hainan as well as Algeria?
 
The problem with a Hainan independent republic if the Red China exists in this ATL is that probably it would be easily conquered, in OTL Hainan the last stronghold of Kuomintang in China (apart of Taiwan) was easily conquered in a brief campaign that lasted only a pair of weeks in 1950, at the difference of Taiwan, the island of Hainan is too much near of the chinese continental coast to avoid an amphibious operation from Red China (while that Taiwan need a truly serious amphibious effort because the distance that separates the island from continental China, Hainan was occupied by a massive although improvised fleet of all kind of ships that transported the People´s army to Hainan).

In my personal opinion, I think that a different warlords period in 1920´s with some warlord making of Hainan his feud and making a serie of reforms (even some kind of alliance with french authorities in Indochina) that mades of Hainan some kind of stable warlord state could work better, in OTL Kuomintang although made a serious effort to unify all China, also in some cases prefered to pact with some warlords in exchange of his help against communists, with the focus of KMT in his North Expedition, the KMT could decide made a treaty with the Hainan warlord, we could develop some kind of ATL where from this POD: a different warlords chinese period of 1920´s the final outcome would be an independent republic of Hainan.

Yep, I already thought of quite a bit from 1900 afterwards and concluded it's much easier before 1900.
