What does it take to prevent the global shift of attention from the Republic of China / Taiwan to the People's Republic in the 1970s?

Please no disaster scenarios for mainland China, I am interested if there is a way which only involves relatively slight changes. For instance, is there a chance if Chiang Kai-Sheck dies some 7 years earlier, and the RoC leaders act less aggressively?

Is it conceivable to invite the PRoC to the United Nations without expelling the RoC?
Hardly, as there is always the question as to who gets the permanent seat in the Sec Council. Or is there any middle course?
Does it make sense to have the PRoC in the Sec Council, but without diplomatic relationships to the majority of countries?


To put my cards on the table, the final goal is to have Britain render Hong-Kong to Taiwan ...
 
Even more simple, US maintains moralistic foreign policy, and keep realpolitik away with a ten-foot pole.
 
I'd say Hardliners in either the U.S. or China would work. Hardline Maoists in China scare off everyone, while McCarthyites in the U.S. aren't about to abandon an ally for a bunch of dirty commies
 
Another option

If the Soviets appeared less threatening there would be less incentive for the US to try to use the PRC to counterbalance it. That might do the trick.

The military shielding of HK seems relatively complicated and expensive.
Does not seem like a good basis for a flourishing city ...

On the other hand, a more 'legal' ROC could gain offical allies much easier, and would be less easy to potentially invade (though that also depends on how strong the PRC still is).
 
I wonder if a sucessful Chinese attack on Vietnam, followed some kind of Afgan intervension and perhaps other crazy stuff could provoke the Soviets to recognize Taiwan.

I vote for hardliners in both the US and PRC, with the addition of a few in the UK as far as Hong Kong is concerned. A "better dead than red" policy might lead to such a handoff.
