Relations between a neutral Britain and Germany?

Germany doesn’t invade Belgium. Britain stays out
Germany wins by 1915. Same old story.

In the 1920s and 30s would they reconcile, be in a Cold War? Etc.
 
By the 1920's Germany will be too worried by the chaos that is a collapsing Russian Empire to be hostile to Britain. Britain on the other hand is going to be very concerned about an extremely hostile France that blames Britain for its defeat.

Such a Germany would be more "worried" or rather busy with integrating a "Mitteleuropa" from the North-Cape associated to a newly awakining, oil-boom payed Ottoman Empire down to the Horn of Africa, associated with a new kind of Mittel-Africa, less by conquering/taking over the belgian Konga, rather by re-creating a "Congo-act" colonial-exploitation-"development"-association by treaty with a leading Germany.
A chaoting russian empire would be well behind the 'security-wall of a controlled polish Kingdom as well as a ukrainian kingdom, both with some habsburg descendants ... but actually depending on german finance and military support.

France ... this is nonsense.
France simply can't afford to play the peeved Marianne in face of british John Bull. It will be starving for any kind of alternative to having completly bow to Germany in every aspect. Out of sheer pragmatism France would be freakingly (... maybe a bit exaggerated I admitt) happy for any kind of diplomatical, political crumbs Britain my offer.

What would leave Britain once again in its well known and rather comfortable position to play several european players against each other.

By not invading Belgium, Germany succeeds in a head-on, narrow-front attack on France?

In any case, I say hostility, Cold War.
Germany, even if it doesn't invade Belgium, will have established hegemony over the Continent, in part by means of allies (Austria-Hungary, Italy, the Ottomans), and satellites (said Belgium, Holland, some form of Polish kingdom, assorted Balkan kingdoms). That's too much; Britain, throughout its history, has responded to this by supporting the underdogs. In this case, France once again, and whatever is in power in Moscow, probably.
