Well, it might have delayed the Franco-Russian alliance, but considering German ties to Austria-Hungary and the lure of Pan-Slav sentiments for Russia, which would lead to Russia coming into conflict with Austria-Hungary... well, suffice it to say that it doesn't seem very likely that Russia and Germany can stay on the same side.
Although, I did see one TL somewhere which had Russia and Germany teaming up with Serbia to rape Austria-Hungary... it went, the Austro-Hungarians invaded Serbia and were suffering, the Russians invaded Austria-Hungary and were doing well... and, when it reached the point that Austria-Hungary looked set to collapse, Germany moved into Austria with little resistance, and made an agreement with Russia and Serbia whereby Austria-Hungary was dissolved, with Austria and the areas with German majorities or significant German minorities going to Germany, while Hungary became a sort-of buffer state between super-Germany and super-Russia, and a sort-of Yugoslavia was formed. Basically, it was a version of the First World War where Germany didn't leap to Austria-Hungary's aid and spread the disaster. I can't seem to recall what the PoD there was, though.
At any rate, my point was that if Russia and Germany were both going to be involved in a major European war, then in my opinion they'd almost inevitably wind up on opposite sides unless some very strange thing came to pass, like that scenario I outlined. Er... hope my thoughts are of help!
