Reichstag Peace Proposal is Accepted

Unless there's more than what is quoted, this is not a peace proposal but a statement of general aims and propaganda intended to make Germany appear reasonable (presumably to the US and Woodrow Wilson). It offers no specific commitments or negotiating points and could be interpreted in just about any way. Plus, as a non-binding resolution of a parliament with no ability to enforce it, it is meaningless.

Frankly, I'm rather surprised the High Command didn't support it as there is nothing in the resolution that could be interpreted to imply that Germany would necessarily return to its pre-war borders, give up its gains in Russia, or not dominate Central Europe. There is no way the Allies would accept it, because there is nothing to accept.

Bingo, it says absolutely nothing. It would have to be fleshed out to be at all meaningful and it would have to be binding.
