Regents for a restored Kaiserreich

I fear that the 'how we got here' question will be quite important to answer this particular query, but I will push on regardless.

If the Kaiserreich is restored at some point in the 20s or 30s, who would be plausible as a regent; would there be one person, or would there be some sort of regency council?

While Hindenburg's interpretation of a restoration was that Kaiser Wilhelm II. would come back and take up exactly where he left off in 1918, I don't see this as likely, and am not sure about Kronprinz Wilhelm being able to just take the throne: that ignores the complications of a federal German monarchy, the fact that the old Kaiser would still be alive, as well as political opinion both internally and abroad.

I don't know who the other claimants would be - I am presuming that the German Kaiser will always be Prussian given that Prussia was the largest constituent of the Reich.

With regard to Kronprinz Wilhelm, I was not sure about his popularity (internally), as well as how Germany's neighbours would respond.

I like the idea of a Reichsverweser (either a person or a group) ruling in the name of the Kaiser until someone - say Louis Ferdinand - is the heir in the 50s.
 
I'm just partial to Heinrich, but that would require quite a bit in the throat cancer department to kill the line of succession and push Heinrich to be Kaiser. Guy seemed to be more diplomatic, and less of an ass than Wilhelm, likely due to their differing childhood educations. He may make the international repercussions of the monarchy being reinstated less turbulent, but he was also more controllable, as far as I've read.
