The other treaties are still taking place for two reasons : first the Germans plans are kept rather secret, even from Italy, and the public part of the program is officially inside Versaille's limitations in tonnage since only 4 destroyers, 4 light cruisers, 2 battle cruisers and 2 battleships are launched on the first year, which is close to what Versailles forced on the Germans.

Alright, I've seen these sort of ATLs before. Some how the future Axis builds a few hundred submarines without any other power paying attention, or something like that. The only nation that can build warships without anyone really figuring out what is going on is probably Japan, since they did that with the construction of the Yamato and Musashi.

It would be easier to detect such naval programs in Europe, no matter the idea that Germany and Italy and just buying and trading necessary material between themselves.

Well of course Germany will be detected but right now, in 1936, it's naval plan is not advanced enough to cause suspicion : Krupp is planning for the production of more guns than needed for the German fleet ? Well it's the italian design. What, they're producing a surprising amount of radar sets ? It must be due to the fact that even smaller units of the Italian fleet will get them. And so on.

You will notice that I did not speak of submarines until now, and I won't until 38 when both Italy and Germany will see what their navies are lacking in capacity. Also, while it is true that I haven't given the British a battleship project until now and that I haven't spoken of the US yet I've given the UK a more modern fleet of lighter ships, which will mainly be faster ships than what they had available in 1934. And the French have received a nice new fleet. Thus I don't think this is an Axis Wank timeline.
 
The reviewers comments that little POD material is slightly odd. I've been referring to three of Knox's works on/around Italy and found a wealth of material. The challenge hasn't been what to put in, but what to leave out. Works that are full of dreamy blah are harder to generate POD's from IMHO than those full of crunchy detail.

Anyway, on radar. Marconi himself is head of project but there is OTL little political enthusiasm for development, the navy/airforce didn't push it as hard as they could in their respective fields and there is no General Staff to promote the idea once it starts stalling. The reviewer is correct to note the lack of emphasis on technical development in Fascist Italy. It's a big bugbear for any ATL. Hecatee: you could posit a fundamental change in the weight and value accorded to the Regia Marina in TTL. It would help gather together a lot of material in a coherent/cohesive form.
