Reconstruction Policy During the Cold War

What if the US adopted in Latin America and Africa the policies it used in Japan during it's occupation after WWII until it's independence in 1952? These policies were focused on strong democratic ideals, a new constitution, breaking monopolies, overhauling education systems, sharing civil technologies and a generous financial backing. This all illuminated in a strong ally and the 2-3 largest economy backing the US.

Now, I'm aware that this wasn't applicable everywhere, but on the assumption that this became the Modus Operendi of the US to counteract the Soviet Union. How will it impact the world at large?

I think, a country that went Communist(imagine Cuba, but with an older leader with less charisma), but overthrew the regime on its own quickly, this might be considered.

The US takes less of a hit from morally dubious actions, and gain a lot more allies. The whole Red scare would be mitigated somewhat because America would be actively thwarting Communism with slow if visible results. As such, McCarthyism loses the steam it gained and less people are blacklisted et cetera.

Depending on the location it could lead to a somewhat more stable world today, though not by much. If its South America then the drug cartels might not be as prominent in some countries and places like Brazil would have a stronger economy. Its difficult to tell to be honest because of the vagueness of what specific country but I'd like to see what happens if you decide to continue.
