Realistically, with current tech-level and political trends the closest thing to a supersoldier programme would be a an altered training programme incorporating regular treatments of performance enhancing drugs like steroids and psychotropics. Basically the military training will do most of the work, the drugs just making the soldiers capable of going that extra
mile.
Basically just slightly faster, stronger more durable special forces unit. They would probably be issued stimulants for use in the field as needed. (I'm thinking something like exstacy to give a rush of energy and get rid of any exhaustion.
The thing is, they probably wouldn't be that much better then regular SF forces anyway, with the added cost, secrecy and ethical problems such a programme would cost. As a commander I would also be dubious about deploying a military force jacked up on performance enhancing drugs, considering the sideeffects which usually include impared reasoning.
Considering that such an elite force would probably only be deployed for critical or important missions I wouldn't want them to be of questionable mental stability.
All in all, the negatives would probably far outweigh any benifits.
