IMHO the most likely scenario of Nader winning:
Step 1: Nader wins Alaska. That should be easy enough (compared to most of the rest).
Step 2: Rest of the presidential election goes as OTL (except that maybe states which went to either Bush or Gore by several hundred votes IOTL do so by several thousand ITTL).
Step 3: Okay, we have a split election when nobody has the majority of electoral votes. Now make sure there's a split House (IOTL the Republicans controlled 26 state delegations, but the Alaskans going for Nader will be already enough to deny them majority).
Step 4: Gore gets some serious (EDIT: but temporary... as in, he'll be fine but not until February) health problems on or around January 7. That means he can't break the Senate tie, and Clinton can't appoint a new VP because the guys who have to confirm it are too busy with the election.
Step 5: Before Bush could win on that, he makes some
really stupid error on Jan 8. Now there must be a new President elected (as the Senate is tied), and both Bush and Gore are bad choices; some Representatives turn to Nader as a theoretically possible third option.
Step 6: On Jan 11, someone posts a joke on the Internet about how Nader should be elected now. The joke goes memetic; some more Representatives notice that and decide to play along.
Step 7: By Jan 19, there are more state delegations voting for Nader than for either Bush or Gore. The rest of the House realizes that neither Bush nor Gore have any chance of getting elected by Jan 20, and support for Nader grows again.
Step 8: In the last pre-inauguration House ballot, at 11:30am on Jan 20, Nader gets his 26 state delegations and wins.
Step 9: Well, now we have it: Ralph Nader wins 2001. It's even actually 2001 (as that's the year most of the actual electing ended up in).
Step 10: ????
Step 11: PROFIT!!
More seriously: freethinker's 1960-POD version was probably the best; I dare say mine is the best one can get for a late-2000 POD without involving blatantly ASBish things, but would gladly read if anyone came up with a better one.
