Field Marshall Radomir Putnik was the Chief of Staff of the Serbian Army during the Balkan Wars and at the outbreak of WW1. Except when Austria-Hungary declared war in 1914, Putnik was not in Serbia, no he was on vacation in Budapest. The Austrian General Staff being surprising sensible wanted to have him put under house arrest. Franz Joseph however thought this was ungentlemanly and organized a train to take Putkin back to Serbia. While he would not take field command, he organized the defense of the country and developed the campaign which forced Austria-Hungary out of Serbia by the end of the year.
So the question here is would the Serbian Campaign have turned out any differently if Franz Joseph had Radomir Putnik arrested when he had the chance or would the incompetence of the Austrian-Hungarian Army have led to it being beaten anyways in 1914 and requiring German and Bulgarian assistance in 1915.
