If Italy were neutral in WWI would Britain put it on an import ration like with the Nordic neutrals?

With a neutral Italy, would Italian emigration to the US and rest of the western hemisphere continue at pre-war levels, or at levels substantially above OTL's wartime years?

On the one hand, there is less conscription. Continued high economic activity in the Americas sustains the demand for labor.

On the other hand, transatlantic shipping is scarcer and passage fares shoot up. Also, alternatives to employment in America are boosted for the Italians. Their own domestic production goes up, and those who are up for working abroad but plan to come back and save money on travel can find plenty of jobs in agriculture and industry in Germany and France.

Presuming Germany has not won the war by spring 1917, might the Italians dive in on the Entente shortly after the American DoW, or when the Americans begin to show up in force?
