Questions about which CSA officials I need to include in this situation

I plan on doing a TL involving a Guns of the South esque situation in which a company offers to sell the CSA rifles converted into breechloaders using the system developed by Jacob Snider. In this TL which officials of the Confederate government and armed forces should I have these weapons demonstrated in front of as a means to sell them to the CSA?

If the CSA couldn't manufacture enough cartridges to keep a few captured Spencer rifles operational, how are they supposed to be able to do that with tens of thousands of rifles? Are the rifles and cartridges being imported from Europe?
 
Josiah Gorgas or someone who works for him. This is his department.

That was what I was going to suggest. I imagine they'd also want one of the front-line commanders to watch too, since they would be the ones using them.

What's the date you're jumping off from? I think Stonewall Jackson would be a good person to approach, as for a government approach, VP Stephens would seem to make sense because Davis would probably want his surrogate to check that out.

Early 1864 just like in Guns of the South. Originaly I was thinking about having the guns demonstrated directly in front of Jefferson Davis but I'm not sure if that would be possible. Then I also considered using the governor of Virginia William Smith and the Superintendent of all C.S. Laboratories Lt. Col. John W. Mallet but I'm not sure which ones are the right people. Also why would Jackson have bothered himself with this?

I intend on having the initial number of cartridges imported but according to some owners of Snider-Enfield rifles you can reload the copper cartridges with black powder and .58 caliber miniballs. So after that I'll have the people providing the rifles then provide only the cartridges and then the machinery needed to load bullets into them.

Because usually an actual military man would be interested to see a new advanced weapon. And Jackson is a terrific military man. But he was dead by then so the point is moot.

If it is early 1864, I'd say Josiah Gorgas, VP Stephens and perhaps James Longstreet.

If it is 1862/1863, it would be Gorgas, Stephens, and maybe Jackson.
 
Are there any other government or military officials that I should consider? Also who where the plans for the Hunley submarine and explosive torpedos presented to before they were accepted by the CSA?
 
I would go with the time travels buying ships in Europe and bring them to the CSA to break the blockade.
Where do the time travellers come for and what year?
What are their politics?

I didn't say that the rifles come from time travelers in my TL what I meant was that a group provides the south with Snider rifles in my TL similar to how time travelers in The Guns of the South give AK47s to the south.
