Question about the United Nations

For those in the know.

Say the UN Security Council is debating a resolution. Say further that one country's representative there either (1) goes mad or (2) has fallen out with his government at home and is probably going to be swiftly replaced, but they haven't managed it yet - most probably the case with politically unstable third world countries.

My question is, can that representative cast his or her vote a different way to what his country's leader wants and the resolution to pass/fail before anything can be done about it, or is the voting procedure drawn-out enough for he/she to be stopped first? If the former, is there any way the country can challenge the resolution and ask for a re-vote with a new representative?
