Question about the Insular Cases

Assume for the sake of this thread that the "Insular Cases" of 1901 go the other way. (Here's more information: https://en.wikipedia.org/wiki/Insular_Cases.)

How soon afterwards do the aforementioned territories (just Puerto Rico and Guam; assume the Philippines become independent post-World War II like IOTL) become states?
 
Guam: Never. The island's population would almost always be considered too small, and lacks the domestic economy to meet the needs of its own state level government.

Puerto Rico: it's largely a question of economic development.

Agreed. Even if you throw in the rest of the Marianas, you still don't reach 50% of Wyoming's population.
