Question about slavery on Hispaniola

Beside the greater French focus on developing the sugar plantage French Hispaniola (Haiti) than the Spanish on their part; are there any climatic, geographic or other factors which would keep the easten part of island from being as heavily developed (in term of slave population and sugar plantages) as Haiti, or was it just the lack of will, need or ability from Spanish side which kept if from getting as enourmous slave population?
 
I think it was more lack of will-heck, the only reason France even got Haiti was because Spain for a long time forced all their colonists to live close to Santo Domingo, leaving the western part of the island undefended. Certainly, the Dominican Republic has done much better than Haiti since around 1810

Thanks Mirza, when looking at weather pattern and topography it didn't seem worse, except the mountain in the central part of the island, which seem to create a rain shadow in the central south.
