If Quebec voted Yes in the 1980 referendum, the Quebec provincial government sought to negotiate political independence from Canada within a monetary and customs union between Quebec and Canada, also known as Sovereignty-Association.

In OTL this was rejected by Federal and other provincial leaders before the 1980 referendum. However, if "Oui" won in 1980, would the ROC leaders still hold the line against Sovereignty-Association? Maybe, maybe not.

If Sovereignty-Association is considered after a Yes vote, then would not the Western provinces start agitating for their own sovereignty within a looser Canada? As Alberta, then British Columbia, then Saskatchewan seek the same sovereignty as Quebec, the remaining provinces now feel increasingly dwarfed by Ontario.

As the confederation unravels all 10 provinces gain sovereignty within a monetary and customs union, the Canadian Community.
