Scipio Africanus had been given the Roman command in Spain after the deaths of his father and uncle, and largely because nobody else wanted the command, fearing it to be a death sentence and a failure. Scipio was able to succeed in Spain beyond Rome's wildest dreams, before he carried the war forwards in Africa, ultimately defeating Hannibal at Zama to end the war.

So what if he didn't? Say a great and furious storm sunk his fleet at sea, killing most if not all of his expeditionary force. A force which had been drawn from Sicily, and the castigated veterans who had failed against Hannibal time and time again.

With such a critical defeat at sea, Iberia is relatively safe from Roman aggression for the time being. Do Hannibal's generals in Iberia go overland to Italy? Take ship and make landing in the north? Do the Romans try again for Iberia?
