Prussian nationalism w/out German nationalism

Here's a question I haven't seen posted;

German nationalism is obviously associated with the unification wars and Prussia's domination of Germany, yaddah, yaddah.

But what sort of POD could we look at that would allow for Prussian nationalism (or any other German state) rather than all out pan-Germanism? What I'm aiming for is a Germany united by Prussia, but without dropping the name Prussia. A more classical empire, if you will.
 
Maybe have a Catholic German state Coalattion against Prussia, the Protestant Prussians would have no problem annexing them and keeping thier name and empire

Denominational divides were not all that important in politics anymore in the 19th century, despite all clichees.

Now, I guess its possible, but its difficult and Prussia is really the worst candidate for it. I mean, it always had an aura of an artifical state, united purely by dynastics, unlike Bavaria, Hesse or Hannover for example (even though the borders of those states were created by dynastics, too).

Youd need an early PoD, in any case, and the French revolution has to be avoided - once it comes, (German) nationalism comes. Without it, the HRE will rot for some time longer, discrediting it, while the single states will continue to try to build up state patriotisms of their owns. Even then thats of course no assurance of non-German nationalism arising in the German states, after all there was already a German national identity, but I think those conditions are necessary.
