Prussia broken up after World War I

Well, maybe. Avoid the entire French attempt to spin off the Rhineland (how you'd do that is a hard question, of course), and you'd most likely get more support for Rhenish separation from Prussia. Whether it'd be enough to make it happen, though...

Yourworstnightmare, because they understood that officially meddling in internal German politics, and certainly to that degree and on such an issue, would do more harm than it would do good.

Germany would still have its OTL territory; Prussia would just be split into several German states.

I confess I can't see a reason for it, so I'm a bit like OTL's German govt. ;) Though were it to happen, it would have an impact, since (assuming a rise of Nazism much as IOTL) Goering would either not end up as Interior Minister of Prussia, or would receive another large sub-unit of Germany or Prussia would need to be reconstituted before he could run it. That then has an impact on the Gestapo (assuming a similar force is formed ITTL), since it'd be smaller and weaker initially, less capable of competing with other organs of the state.
