After the ARW, blacks & Indians were excluded from the ranks of the new US Army, despite their outstanding service in both the Continental Army & militias against the British. Accordingly (with the exception of some black state militia units in Louisiana & NY) blacks were only accorded a place in the regular US Army after the ACW with the establishment of the 9th & 10th Cav, 24th & 25th Inf, likewise with the Indian Scouts in 1866. But, WI by 1790 the new US Army somehow did decide to establish at least 1 or 2 regular black regts as proto-Buffalo Soldiers ? How would the status of blacks have improved from antebellum times with a permanent presence in the US Army ? What poss POD would be required to facilitate such a change- perhaps if John Laurens' plan for freeing, training & arming slaves had been adopted, or if he'd survived the war (http://en.wikipedia.org/wiki/John_Laurens) ?
