This is an opposing, counterpart thread to the James II King of America thread.
What if James II fights off William III from England and holds the crown there, but the Dutch still move to support anti-Jacobite Puritan populations in New England and the mix of anti-Jacobite Yankee and former New Netherlanders in the former New Netherlands – supporting a trading federation or republic on the Atlantic coast, independent of England about 90 years ahead of OTL, that is allied with the Dutch Republic internationally?
The southern colonies may remain loyal to James II's England, the local elites would certainly have that inclination, but perhaps, unrest could be stirred among the classes in Virginia who supported Bacon's rebellion a dozen years earlier, that New England based rebels could exploit. Perhaps with greater numbers, and some Dutch support, the independent New England confederation could conquer the southern colonies.
I suppose the most likely form of government is for New England to recognize William and Mary as its "English" King and Queen, and this is more likely than a Republic.
But.....there is no way William is moving to America over the Netherlands, so he's going to exert authority through Governors and friendly assemblies.
