I'd guess he didn't want the nomination in 1964. He and Kennedy were good friends. My guess is Goldwater would not want to run against Kennedy.
 
My personal view is that we will see a return to some sort of protectionist policies in most Western nations in the coming decades. During that time frame instead of manafacturing being the most outsourced job category it will change to more skilled services. It is said that in the next decade we could see a lot of bookeeping and accounting services outsourced due to the internet.

Unfortunately in politics money talks LOL, so once free trade starts hitting higher income individuals we will see a return to more protectionism.
