Which, honestly, would probably be what they were going for. The Sassandra River would make a sensible eastern border and would allow for that territorial gain to be easily below the 400,000 sq mi limit, while still allowing Liberia to gain most of Guinea's interior and all of Sierra Leone.

There's a wonderful little online thingy called the Area Calculator on the website FreeMapTools.com that's super useful for stuff like this. Really puts the territorial growth into more of a perspective. Also I combed through the source you listed, I tried to do some digging on Theodore G. Bilbo's "Greater Liberia Act" of 1945 and I found that 1) that was a reheated from a 1939 proposal of his, which itself was based on a 1922 proposal to forcibly remove all African-Americans from the State of Mississippi to an expanded Liberia, and 2) that all three of these proposals were supported by UNIA founder Marcus Garvey and the KKK. Because of course.
Sadly I couldn't find any more detail on this on the borders proposed for this state at any point. They always were vague, always presented with the caveat of how much the nearby colonial powers of France, the UK, and potentially Portugal would be willing to sell.
