If I remember correctly, despite the Russian labelling that's actually a map of what some section of the combined chiefs of staff (US and UK) or the joint chiefs of staff (US) had actually proposed in 1945 before Truman and his cabinet (and MacArthur) nixed it

(Stalin by the way only ever proposed the occupation of Hokkaido by the USSR I believe (and at times even just the northern third of Hokkaido), not Northern Honshu)

The first is this book, Inside GHQ: The Allied Occupation of Japan and Its Legacy by Eiji Takemae (Author), Robert Ricketts (Translator). On pages 94-95 it details how the Pentagon's Joint War Plans Committee had completed and submitted to the Joint Chiefs of Staff its zonal occupational planning scenario entitled 'Ultimate Occupation of Japan and Japanese Territory' (JWPC-385/1) on August 16 and the map you have there is pretty much that zonal proposal.

The second and third are two PDF books/articles which both reference a War Department study /proposal (“Occupation and Control of Japan in the Post-Defeat Period,” February 15, 1945. ABC 357, National Archives, Records Group 165.) from February 1945 that suggested two possibilities for a Soviet occupation zone in Japan; the first was just Hokkaido only and the second was Hokkaido and Tohoku (northern Honshu).

That does make a bit more sense.
Hokkaido, being separated by water would be easier to turn into a People's Republic.

I initially thought that the Soviets might pursue a policy of de-Japanisation on the Hokkaido, but the Ainu people had pretty much fully assimilated by that point.

It'd be possible to outline an autonomous area for the Ainu and promote and revitalise Ainu culture, though. There still was many more Ainu which hadn't assimilated into the greater Japanese identity in 1945 than there are today
 
I do recall reading somewhere Thant the Mexican government felt Belize should keep the land it has but, if they give in to Hondirsus, Mexico might also claim past claims. Meaning half of what little remains.
I thought it was all of what remains, as Mexico claimed Belize/British Honduras north of the Sibun River until 1893 and Guatemala claims Belize/British Honduras south of the Sibun River.

Yeah, that was just a border proposal which, if accepted, the Mexican government would have given up their claims in the rest of British honduras
