Propaganda regarding USAmerican Use of Nuclear Weapons

Originally I had planned to ask regarding Nazi Germany, but now I feel that's irrelevant. It can be within Nazi Germany or without (perhaps in the USSR). The USA uses nuclear weapons on Japan. This has to be [insert antonym of glorified here] in such a way as the holocaust was. As the majority of individuals alive in the Anglosphere today find the holocaust an act of evil, so must they feel the same with the use of nuclear weapons outside of a tactical environment.

Is this possible?
What would the propaganda be(unarmed civilians, etc)?
Where is this more likely in, USSR, or a Nazi Victory timeline (history is written by the victors)?
 
I'd say it's borderline impossible. Any use can be shown to be used against military target and in 1940s cities overall were legit targets. Unless they had absolutly no industry and no transport capabilities supporting military but those would be small cities and as such not interesting targets.

Maybe if Japan starts evacuating children out of threatened areas like UK did and that is hit. But then again, children would be evacuated away from potential targets and such areas wouldn't be hit.
 
I'm reading a book at the moment which directly links nuke use on Japan with the battle for Okinawa. The link is that the suicidal tactics of Japanese troop and suicides among civilians loosened moral restraints on weapons use. Why should the US not kill Japanese promiscuously when they throw away their own lives when they have no hope of affecting the tactical outcome, kill themselves rather than accept the reality of defeat in battle?

In these circumstances it is easy to justify nuke use, and while combat veterans and people who've endured bombings abound you won't get much sympathy.
