Problems of a Chinese invasion of Central Asia

What if China invaded Russian Central Asia at around 1900-1910. Lets say China successfully industrialize and had 20 years to develop the infrastructure of the Sino-Russian border. What problems will they run into and how many troops could be supported by the infrastructure there?
 
1900 is the twilight of the Qing. The army is not loyal to the emperor. The palace is ruled by Cixi who is anti-modernization. All of those are existing problems in the homeland so they're really unlikely to add problems by taking on a backwater area.

Also, does the region have Russian track gauge? I think so, this leads to a major problem with any support for the troops.
