So the idea here is what would be the effects of Prussia adopting a "pro" Jewish stance after the partitions of poland initially solely to undermined the poles but as time goes on and it remains a constant it becomes thought of by the Prussians themselves as a Prussian quality.
The jews need not be seen as on the same level as protestant or even Catholic Germans but they need to be seen as better than poles by the Prussians and so have their religious practices protected and have the Prussians guard them from things like pogroms.
