Preventing the Communist Party ban on factions?

During the 10th Congress of the Communist Party the party enacted a ban on factions, which some see as playing a significant role in Stalin's eventual rise to power. What could have been done to prevent the ban being instituted, or at least have it repealed after the Civil War?

One thing I found out was that the Kronstadt Rebellion happened at the same time as the conference. Could the fear of instability brought about by the rebellion (along with uprisings during this time) have played a role in convincing party delegates that a stronger stance on party discipline was needed?

That's exactly what convinced some people. Some of the people who had been in the Workers Opposition ended up leading troops in the suppression of Kronstadt.

All sorts of groups, left, right, and center, are all in favor of democracy, as it applies externally,

but not so much for their group!
 
The ban on factions was almost a corollary of the one-party system, as Kolakowski notes in *Main Currents of Marxism*: "It was indeed clear, as the defenders of party unity pointed out, that under a one-party system separate groups within the party were bound to become the mouthpieces of all social forces which would in the old days have formed parties of their own: hence, if 'factions' were allowed, there would virtually be a multiparty system. The inevitable conclusion was that a party ruling despotically must itself be despotically ruled, and that, having destroyed democratic institutions in society at large, it was idle to think of preserving them within the party...
