Reverse the Turkic migrations away from Anatolia, and thus butterfly Ottomans entirely. So long as they end up there, they WILL be into the Balkans eventually.

This is literally it, which can be solved pretty easily. Either Andronikos III doesnt die or one faction cements control before war breaks out.
 
get rid of Kantakouzen or rpevent the 1350s civil war so the turks dont get invited into balkans, gain foothold in gallipoli and after earthquake maintain control over it. That is the latest date.
 
What if Bulgaria at its height took Constantinople, then its not an enclave/exclave but the capital of a contiguous great empire again?

Nothing's inevitable, mate. Indeed the Ottoman incursion into Europe started because Gallipoli fell to the Ottomans because of an Earthquake.

Hell, a PoD at 1261 could easily take care of the OP's demands. Have another Turkish tribe gain prominence and have THEM take the Balkans.

Or Saruhan. Perhaps have a few (yet to be explored) events in Sov's timeline go a little awry- after the Ottos are smushed between Rhomania and the various beyliks, have Germiyan beat the Rhomans in Anatolia, and actively take Gallipoli and other Balkan lands. No Ottoman state incursion, but there could possibly be Turks who served under the Ottomans contained within the invasion force.
