President Romney (not Mitt)

Probably a much less confrontational four or eight years in office. Romney was a centrist, in between Nixon and Rockefeller on the political spectrum. That means similar domestic policies as Nixon implemented, minus the angry rhetoric. Expect a push for a negative income tax, universal health care, and affirmative action programs. On economic issues, not much change. On foreign policy probably a faster end to Vietnam, which means Saigon falls sooner. Of course there is no Watergate scandal, so his legacy is probably much better. If Romney doesn't manipulate the economy for 1972, then inflation might well be lower come 1976.

The 1976 election is going to be a race between Romney's VP and Mo Udall or Walter Mondale (Scoop Jackson was a horrible candidate). The Democrats probably win a narrow election. Overall, the GOP is less conservative, though it's not going to revert to the days of Teddy Roosevelt by any means. Think GHWB, not so much RR.

But would it be sufficient to butterfly Reagan? The stronger, (stagflation free?) economy might be. He'd still have many of the same issues to run on as OTL though.

Reagan would still be a factor, no doubt. His charisma alone was enough to put him on the scene regardless of the political climate. But I don't think he would be able to rise to the top of the Republican Party if it kept more of it's moderate flavor. After all, he lost to Ford in '76 despite Gerry's lack of charisma or campaigning ability. I don't believe he'd be able to defeat a more competent candidate, who actually might be more conservative anyway. Someone like John Tower.

McCain was born in Panama. Doesn't make any difference so long as you're born an American citizen.

he was born in the Panama Canal Zero at a time when it was part of the USA, and what "Natural Born citizen" means has never been spelled out in court, generally I think the whole idea is silly but none the less....

If you are born to American parents with American citizenship, regardless of where you are born, you are considered a natural born American citizen.

I agree, but thats never been stated by the high court as the meaning of "natural born citizen" and at lest today its generally thought to mean some one born in the USA, I know a number of people born in Canada (to Americans) that are sure they can't be President, the view might have been different in 1968, but today it'd be a major issue talked over for hours and likely be a big deal, 1968 is likely different.

In terms of 1976, I've thought that Scoop would be a good counter-weight to Romney as Romney would be economically centrists and a dove/moderate on foreing policy while Scoop would be an economic Liberal and a foreign policy hawk. I can see, in this scenario, Republicans sort of going the way of Mark Hatfield depending on Romney's lasting impact on the party and the country.

He would have much of the same policies as Nixon with no Watergate. So he has a much better reputation. He would have established the princeple that natural born means born a US citizen no matter where. So that would effectively kill the birther movement. If Reagan beats Romney's vice president win the Republican nomination in 1976, he will have trouble as the candidate of President's party in bad economic times. This would hurt him in 1980. If a moderate could win in 1980, he could stop or delay the rightward drift of the Republican Party.
